KISARAWE STEPS UP ACTION TO PROTECT WOMEN AND CHILDREN THROUGH WLER PROJECT

By Deogratius Temba

Kisarawe District has taken a major step toward strengthening gender equality and community protection systems following a two-day capacity-building workshop involving Community Development Officers, Social Welfare Officers, teachers, NGOs and traditional leaders from 17 wards.

The training, conducted under the Women’s Leadership and Economic Rights (WLER) Project with the support of UN Women, focused on enhancing gender-responsive planning, revitalizing NPA-VAWC II committees and scaling up community action against violence toward women and children.

Speaking during the workshop, Grace Tete, the Regional Community Development Officer for Pwani, emphasized the district’s growing commitment to safeguarding women and children. “Kisarawe has shown remarkable leadership in strengthening ward structures. What we are building here is not just knowledge, but a stronger, more protective system for every woman, child and family,” she said, urging officers to ensure that national frameworks such as NPA-VAWC (2024/25–2028/29) are implemented actively at the grassroots.

Facilitator Deogratius Temba, a Gender and Development Expert, highlighted the importance of equipping front-line officers with practical tools for inclusive planning and community mobilization. “Gender-responsive budgeting and community-driven action are the backbone of real transformation,” he noted. “When CDOs, SWOs, teachers, elders and NGOs work together, harmful practices can be challenged, survivors supported, and women economically empowered.”

The highly participatory workshop enabled officers to analyze harmful cultural norms, strengthen referral pathways, and design ward-specific action plans, including establishing women’s economic platforms, reviving children’s councils and ensuring every ward forms a functional NPA-VAWC committees. Many participants committed to immediate community outreach, school-based sensitization and closer collaboration with local leaders to prevent and respond to GBV.

The training marks a significant milestone for the WLER Project in Kisarawe, which continues to support the district’s efforts to build safer communities, promote women’s economic rights and strengthen local governance structures. Through sustained collaboration between the District Council, UN Women and grassroots stakeholders, Kisarawe is positioning itself as a leading example in advancing gender equality and community protection in Tanzania.
